He got a degree on Medicine from the Autonomous University of Santo Domingo (UASD) in 1975, with a specialty in Psychiatry at the UASD in 1980. He has a strong academic labor as a professor in the Graduate Courses in Psychology of Death and terminal illness at the Technological Institute of Santo Domingo, Professor of Graduate Studies in Social Psychology, Autonomous University of Santo Domingo (UASD). Author of training on "How to provide psychological assistance to disasters victims ", imparted in several countries, taken from the seminar taught to the Psychiatric Community of his country about the redefining and reclassification of suicide, diagnosis and suicide risk assessment, diagnosis, registration codes and suicide phenomenon according multiaxial axes, within the framework of the seminar "Understanding and comprehensive management of the suicide phenomenon" Santo Domingo, 2007; Seminar on Integrated Management of Suicidal Behaviors in the National Psychiatric Hospital, El Salvador, San Salvador, from 26 to 28 September 2007. He gave the magisterial lecture: "Other processes, disorders, psychological conflict states, behavioral or relationship, common objects of psychiatric care in Havana, at the Fourth International Conference of Psychiatric Hospital of Havana, "PsicoHabana 2007". Is the Vice President of Latin American Guide of Psychiatric Diagnosis, responsible institution for the Adaptation of ICD-10, from the World Health Organization (WHO), to anthropological and social conditions in Latin America since 2006. He is a member of the Committee on Classification, nomenclature and diagnosis of Latin American Psychiatric Association (APAL), 2006. Vice President of the Dominican Society on Epistemology since 2005, Member of the direction of the Network Against Children and Adolescents Trafficking of the Secretary of State for Foreign Affairs of his country from 2004 to 2005. He is currently president of the Caribbean Scientific Community (CCC), of which Cuba was co promoting together with the Dominican Republic. He is the President of the Academy of Sciences of the Dominican Republic since 2005.
